Zelenskyy proposes a new format for negotiations with Russia
This refers to an approach that could help convey to the Kremlin the message that Russia itself needs these talks.

What Zelenskyy is proposing
Ukraine is seeking to revive the European E3 diplomatic format, comprising the UK, France and Germany.
This format could be used to conduct peace talks with Russia.
According to diplomatic sources, the Ukrainian side no longer considers the US to be an effective mediator in the negotiations. For this reason, President Volodymyr Zelenskyy sees potential in involving the European trio.
The head of state has already put forward this proposal to French President Emmanuel Macron during a telephone conversation last week.
Zelenskyy expressed a desire to give the E3 format “additional substance”.
Are there any agreements with Russia?
A source within the E3 format has confirmed that negotiations on this idea are underway.
However, there are currently no specific agreements regarding direct contacts with Russia.
The Ukrainian authorities want European negotiators to convey the message to the Kremlin that peace talks are in Russia’s own interests.
Among the possible arguments, the source mentions that “Ukraine could spoil the festive season for the Russians”.
It is expected that hindering travel by Russian citizens and a further decline in domestic trust in the Russian dictator could be one way of forcing Vladimir Putin to voluntarily sit down at the negotiating table.
What is the E3 format?
The E3 format is an informal mechanism for diplomatic cooperation between France, Germany and the United Kingdom.
It was established in 2003 for negotiations with Iran regarding its nuclear programme.
At that time, the European trio acted as the main mediator between Tehran, the US and the UN Security Council.
Today, the E3 format is used more broadly. In particular, to coordinate common positions on sanctions, security and the situation in the Middle East.
What preceded this
Earlier, Zelenskyy stated that Europe must be represented in the negotiations, and it is worth determining exactly who will speak on its behalf.
The Head of the Presidential Office, Kirill Budanov, also stated that he is confident the peace process between Ukraine and the aggressor country will ultimately lead to an end to the war.
At the same time, the Institute for the Study of War reported that there are currently no signs that the Kremlin intends to end the aggression, despite the Russian dictator’s statements.
