2024-2025: Ukraine has made key steps towards the European security system
2024–2025 became a period of systemic reforms in the field of security and law enforcement in Ukraine on the path to European integration. Ministry of Internal Affairs of Ukraine coordinates the implementation of the Comprehensive Strategic Plan for Law Enforcement Reform for 2023–2027, one of the key documents that ensures the country's approximation to the standards of the European Union.
The Strategic Plan covers ten priority areas of security sector transformation. Over the past two years, a number of practical solutions have been implemented that form the basis of a modern, efficient and people-centred system.
One of the key achievements was the full-scale implementation of the 112 Service throughout Ukraine. The emergency assistance system has become more accessible thanks to video calls in sign language, SMS services, operators working in shelters during air raids, and the ability to call services without mobile connection via the app.
In the area of control over the circulation of civilian weapons, the law on their declaration came into force, and the National Coordination Centre for Combating Illegal Arms Trafficking started its work. This has helped strengthen security and state control in the post-war environment.
Special attention is paid to supporting victims of war crimes. The Office of the Prosecutor General has established a Coordination Centre for Victims and Witnesses, with regional offices already operating in nine regions.
Law enforcement agencies are gradually moving to an analytically oriented model of work. All agencies have developed their own development strategies, and modern methods of analysis and forecasting are used to prevent crime.
As part of the fight against organised crime, the Europol threat assessment (SOCTA) for 2021 and 2024 has been completed. The data obtained became the basis for the formation of state policy in the field of combating serious and especially serious crimes.
International cooperation is actively developing: The National Police of Ukraine participates in 15 EMPACT operational plans aimed at countering transnational threats. FATF analysis tools have been introduced in financial investigations to help identify and confiscate illicit assets more effectively.
The modernisation of human resources management is ongoing: a new HRM strategy has been developed, veteran policies and modern performance evaluation systems are being implemented. At the same time, the focus on equality, non-discrimination and barrier-free environment is being strengthened, in particular through the adaptation of legislation to EU standards and the implementation of the National Strategy for Barrier-Free Environment until 2030.
Another important step was to increase transparency: a single form of annual reporting of law enforcement agencies was approved with mandatory publication in Ukrainian and English.
The implementation of the Comprehensive Strategic Plan is a part of deep reforms of the security and law enforcement sector and is aimed at establishing European principles of legality, accountability and human rights protection in Ukraine.
