A doctor is to stand trial in Odessa over allegations of issuing false disability certificates to conscripts
According to the investigation, the scheme was organised by an anaesthetist. He offered conscripts the opportunity to be classified as having a Group III disability, which subsequently enabled them to be removed from the military register.
According to the investigation, two other doctors were involved in the illegal activity; they were part of an expert team assessing a person’s daily functioning, set up to replace the Medical and Social Expert Commission (MSEC), as well as an employee of the emergency medical services centre.
The investigation established that the participants in the scheme produced forged medical documents, whilst the emergency medical services employee backdated call-out records with fabricated diagnoses.
The cost of producing the documents was 12,000 US dollars.
In March 2026, SBI officers detained the organiser whilst he was preparing documents claiming that a client had epilepsy.
During searches, law enforcement officers seized US$60,000, luxury cars, mobile phones containing correspondence, and forged medical documents.
The suspect is currently in custody. According to the SBI, he has pleaded guilty and is cooperating with the investigation.
An indictment under Part 3 of Article 369-2 of the Criminal Code of Ukraine has been submitted to the court. The article provides for a penalty of up to five years’ imprisonment.
As for the other participants in the scheme, the pre-trial investigation is continuing in separate criminal proceedings. The Odesa Specialised Prosecutor’s Office for the Southern Region is overseeing the proceedings.
