Decisions have now been taken in three different regions
The directors and beneficiaries of bankrupt companies must repay the Ministry of Defence more than 617 million hryvnias for contracts with the Defence Forces that were not fulfilled.

This was reported by the Ukrainian Ministry of Defence on Telegram.

Managers and beneficiaries of bankrupt companies are required to repay over 617 million hryvnias to the Ministry of Defence.

This concerns suppliers who failed to fulfil contracts to supply the Defence Forces with fuel and equipment.

These contracts were signed in 2015 and 2022.

The Ministry of Defence stated that every hryvnia lost due to a breached contract is a resource that should have been used for the army.

“Every hryvnia lost due to a breached contract is a resource that should have been used for the army. And this resource will be returned to the state,” the ministry said.

What sums are involved in the cases

In the Dnipropetrovsk region, a company director has been held liable for over 517 million hryvnias.

In the Kirovohrad region, the company director has been ordered to personally pay over 9.6 million hryvnias.

In the Kharkiv region, the court is taking measures to hold officials and beneficiaries subsidiarily liable for over 90 million hryvnias.

Their assets have been seized.

What happened previously

Previously, the Accounting Chamber reported that over half of the state contracts for the procurement of unmanned systems for the Armed Forces of Ukraine were concluded in breach of procurement legislation.

This report was published on 10 March 2026.

The audit revealed shortcomings and discrepancies amounting to over 77 billion hryvnias.

The problems identified included overpricing, delivery delays and shortcomings in contract performance monitoring.

In April 2026, the Cabinet of Ministers granted the Defence Procurement Agency the status of a centralised procurement organisation.

This is intended to streamline the procurement and supply of vehicles for the Ukrainian Armed Forces, particularly pick-up trucks.
