Free transport for pensioners in March 2026
Source: Resolution of the Cabinet of Ministers of Ukraine "On free travel for pensioners on public transport".
According to current regulations, pensioners can use trams, trolleybuses, buses within the city and suburban electric trains free of charge.
As for route taxis, preferential travel is provided, but the number of free seats is limited. It is set by local authorities, so conditions may vary depending on the region. This is reported by specialists from Free Legal Aid.
At the same time, free travel is not provided in taxis, as this type of transport is not considered public transport. Pensioners also pay for travel on intercity buses and long-distance trains.
The right to a discount is only valid if you have a certificate. If a pensioner does not have a document with them, they are required to purchase a ticket. In the case of ticketless travel without a certificate, the inspector may issue a fine.
According to Article 135 of the Code of Ukraine on Administrative Offences, the fine is twenty times the cost of the ticket. In Kyiv, this is 160 hryvnia.
