In Ukraine, 1.37 million people have been conscripted, and critical enterprises whose employees have been conscripted generate 60% of tax revenue. Oleksiy Sobolev, Minister of Economy, Environment and Agriculture, stated that the state must strike a balance between the needs of the military and the economy.

Alexey Sobolev made this statement in an interview with RBC-Ukraine.

There are currently 1.37 million people on the waiting list in Ukraine.

According to Oleksiy Sobolev, Minister of Economy, Environment and Agriculture, the number of people on the waiting list has risen slightly over the past year.

At the same time, priority in recruitment is given to sectors that are critical to the functioning of the state.

These include the defence-industrial complex, energy, healthcare and housing and communal services.

“1.37 million people have been reserved. The number of reservations has increased slightly over the past year. There will be further waves of reservations. And you can see that the system is holding up. Why? The critically important enterprises that have been reserved generate 60% of tax revenue,” Sobolev noted.

The minister emphasised that these are truly critical enterprises that must continue to operate.

According to him, the Ministry of Economy is in constant dialogue with the Ministry of Defence regarding the reservation of enterprises.

Sobolev acknowledged that in this matter, it is necessary to maintain a balance between the needs of the Defence Forces and the needs of enterprises.

What Sobolev called a reserve

The Minister drew attention to people who are wanted by the TCC or the SZCH.

According to him, a significant proportion of such people are in fact not involved in either the formal economy or the Defence Forces.

“There are a large number of people who are wanted, who are on the wanted list, who do not participate in or are somewhat excluded from formal employment, and do not work in the Defence Forces. And this is the reserve that can be identified so that they either work or fight,” Sobolev stated.

He also noted that the lists for conscription are reviewed every 6–9 months.

According to the minister, this is necessary to ensure the system remains fair and operates in line with the state’s current needs.

“This is standard practice to keep the system alive,” he said.

What has changed in the re-registration process

Earlier, ‘Dii’ simplified the process of re-reserving employees of the defence-industrial complex and enterprises critical to the Armed Forces of Ukraine.

Following the correction of registration details, a response to an application should now be received within 24 hours.
