Changes have been made to the calculation of pensions for internally displaced persons: who will be eligible and how will they now be awarded?
This is set out in Bill No. 12301.
What will change for displaced pensioners
The main change introduced by the bill is that the state will no longer have the right to set separate rules for internally displaced persons regarding the award, recalculation or payment of pensions.
This means that IDPs will receive pensions and other social benefits on the same basis as everyone else – without additional procedures, special checks or separate requirements.
“The provision of social and pension benefits to IDPs on the same basis as others, regardless of the date of displacement and without the requirement to confirm that they have not received a pension from the pension authorities of the Russian Federation,” states the explanatory note to the draft law.
The provisions of the law will come into force three months after its official publication.
It should be noted that payments to some displaced persons may be suspended in July – this applies to those who have not updated their personal details in time.
Also, a pilot project for social housing for IDPs has officially launched in Ukraine, under which local communities will purchase vacant properties and transfer them to displaced persons.
As a reminder, in July 2026, payments to internally displaced persons will continue with no change to the amounts. However, some displaced persons need to update their details in good time, otherwise their benefits may be suspended.
