Ukrainians will be able to pay less for heating and hot water if, due to Russian attacks, these services were provided intermittently or were of significantly poorer quality. The government has clarified the adjustment mechanism: in such cases, consumers will only have to pay 20% of the cost of the service.

This was announced by Ukraine’s Prime Minister Yulia Svyrydenko on Telegram.

The government has clarified the mechanism for recalculating charges for heating and hot water.

This applies to cases where, due to Russian attacks, the quality of services has significantly deteriorated or they have been provided intermittently.

People should not have to pay the full cost for heating or hot water if the actual volume or quality of the service did not meet normal standards due to the consequences of the attacks.

How much will you have to pay?

Under the new mechanism, in the event of a significant deterioration in service quality, consumers will be able to pay only 20% of the service cost.

The decision will allow the recalculation rate for consumers to be increased from 20% to 80%.

In other words, in the event of a confirmed deterioration in quality or disruptions caused by Russian attacks, the payment must take into account the actual volume and quality of the services provided.

Who will be subject to the recalculation

The recalculation will be mandatory for all heat and hot water suppliers.

This rule will apply regardless of the region.

How utility companies’ costs will be compensated

Local authorities will be able to compensate for part of the utility companies’ costs from local budget reserve funds.

These funds may be used to repair damaged infrastructure.
