Deferral from conscription: who will have their deferral automatically extended
As of May 2026, over 90% of deferrals from conscription are automatically extended.
This applies to 22 categories of deferrals registered in ‘Reserve+’ or via the Administrative Service Centre.
For these, the system automatically checks the grounds via state registers, after which the updated record automatically appears in the user’s electronic document.
Automatic deferral renewal: who can use the service
The mechanism for automatic confirmation via registers is already in place for 22 categories of deferrals.
Deferrals for the following categories are subject to automatic renewal:
- People with disabilities.
- Those temporarily unfit for service.
- Parents of three or more children.
- Single parents raising a child under the age of 18.
- Parents of a child with a disability under the age of 18.
- Parents raising a seriously ill child without a disability.
- Parents of an adult child with a Group I or II disability.
- Those who care for a seriously ill family member.
- Guardians of a person who has been declared legally incapacitated.
- Those who have a spouse with a Group I or II disability.
- Those who have a spouse with a Group III disability.
- Those who have relatives or a spouse’s father or mother with a Group I or II disability.
- People caring for a relative of the second or third degree of kinship with a disability.
- Wives and husbands of military personnel with a child.
- Students and postgraduate students.
- Higher and vocational education staff.
- School teachers.
- People whose close relatives have been killed or are missing in action during hostilities or martial law.
- Relatives of Heroes of Ukraine, posthumously honoured for their bravery during the Revolution of Dignity.
- People deprived of their liberty as a result of armed aggression against Ukraine.
- Servicemen released from captivity.
- People aged 18–25 who have completed a one-year contract.
When automatic deferral renewal may not work
Sometimes the system cannot find the necessary data in the registers. This most often happens for the following categories:
- people who have a father or mother with a Group I or II disability;
- people caring for a seriously ill family member;
- parents of three or more children.
In such cases, to extend the deferral, you must apply in person at any Administrative Service Centre with the relevant documents.
What needs to be checked in the registers for the deferral to be extended automatically
For the automatic renewal to work, the data in the state registers must be up to date. You need to pay attention to:
- family details in the Civil Registry;
- the RNO-KPP (tax number) of the father or mother with a disability in the birth certificate;
- disability details in the Unified State Information System on Social Security (USISS) or the Pension Fund register;
- the personal details of the father or mother in the children’s birth certificates (full name, date of birth, tax number);
- no arrears in maintenance payments or a debt not exceeding the amount of payments for three months.
Timely updating of this information with the relevant authorities ensures unhindered confirmation of the right to a deferral.
The deferral has not been automatically extended: what to do
If the deferral has not been automatically extended, you must submit the relevant documents to any Administrative Services Centre.
The Tax and Customs Service and the State Tax Service no longer accept deferral applications from citizens.
Who can apply for a deferment online via Reserve+
There are currently 11 types of deferrals from conscription available on ‘Reserve+’, which can be applied for online.
The following people can do this:
- People with disabilities;
- Those temporarily unfit for service;
- Parents of a child with a disability under the age of 18;
- Parents of an adult child with a Group I or II disability;
- Those whose spouse has a Group I or II disability;
- Those with a father or mother with a Group I or II disability;
- Wives and husbands of military personnel with a child;
- Parents of three or more children;
- Parents who are raising a child under the age of 18 on their own;
- Undergraduates and postgraduates;
- Employees in higher and vocational education.
As a reminder, earlier the Minister of Economy, Environment and Agriculture, Oleksiy Sobolev, stated that 1.37 million people in Ukraine have been granted exemption, and that critical enterprises whose employees have been granted exemption generate 60% of tax revenue.
