Getmantsev: ‘black grain’ schemes in Ukraine have been dismantled
Danylo Getmantsev, Chair of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, has stated that the so-called ‘black grain’ schemes have been dismantled in Ukraine.
According to him, this was the result of several decisions: the tightening of tax controls over the illegal market in 2024, the introduction of an export guarantee scheme for agricultural products, and the adoption of the anti-offshore law.
Getmantsev emphasised that transparent and uniform operating rules are already yielding significant results for both the state budget and legitimate businesses.
To illustrate the financial impact of these changes, he cited budget revenue figures for 2025. In particular, according to his data, revenue increased by 14.8 billion UAH, or 21.8%, compared to 2024.
Compared to 2023, the parliamentarian said, the budget received an additional 30.4 billion hryvnias, representing a 57.9% increase.
Separately, Getmantsev stated that the introduction of uniform rules guarantees fair competition, promotes investment growth and ensures stable budget revenues.
In his view, this is precisely why tax and law enforcement agencies must focus their efforts on the systematic de-shadowing of the economy and the fight against tax evasion.
At the same time, according to the committee chair, honest taxpayers should feel only positive effects and protection from such measures.
