How to register for military service abroad in 2026

Ukrainian citizens who are abroad and are liable for military service must register with the consular office. This can now be done remotely without having to return to Ukraine.

The procedure for registering for military service abroad

Military registration abroad applies to two categories of citizens:

  • conscripts aged between 16 and 25;
  • men liable for military service aged between 25 and 60, as well as women with a medical or pharmaceutical education.

To register, you must contact a Ukrainian diplomatic or consular mission in your country of residence.

The citizen must provide:

  • a foreign passport;
  • a free-form application;
  • details from their military registration document, specifying their military speciality and rank.

Once the documents have been received, the consulate will forward the information to the regional recruitment centre by email within a week.

Registration is possible in two ways:

  • in person;
  • by sending a registered letter.

Previously, this required a visit to Ukraine, but the procedure can now be completed remotely.

Registration for young men and women in medical professions

For young men aged 16 and over, as well as women with medical or pharmaceutical qualifications, the registration procedure is the same.

You must contact the consulate, provide a copy of your passport and complete an application form.

There are currently no restrictions on travel or return for women and minors.

Rights and obligations of conscripts abroad

Conscripts registered abroad may use consular services.

In 2024 and early 2025, there were restrictions on the issuance of foreign passports for some men. As of now, according to President Volodymyr Zelenskyy, the issuance of such passports is being resumed.

One of the main obligations of conscripts abroad is to report any changes to their military registration details. This applies to:

  • place of residence;
  • place of work;
  • marital status;
  • other personal details.

What penalties are imposed for breaches of military registration

Following changes to the law, fines for breaching military registration rules have increased.

They now range from 17,000 to 25,500 hryvnias.

Fines may be imposed if a person liable for military service:

  • has not updated their details;
  • has not registered for military registration;
  • has breached registration requirements.

In which cases is a person removed from military registration

Removal from military registration should not be confused with deregistration due to relocation.

Grounds for removal may include cases provided for by law, in particular the death of a person liable for military service or other circumstances specified by law.
