What penalties apply for failing to attend the TCC in 2026?
Failure to report to the regional recruitment and social support centre without valid reasons, or ignoring a summons, is considered a breach of legislation relating to defence and mobilisation.
Such actions are subject to administrative liability. In accordance with Part 3 of Article 210-1 of the Code of Ukraine on Administrative Offences, the offender may be fined between 17,000 and 25,500 hryvnias.
The exact amount depends, in particular, on when payment is made. If the fine is paid within the first 20 days of the decision being issued, only half the amount is payable.
If payment is not made within this period, the amount of the fine may be doubled.
Information about the fine imposed appears after the decision on administrative liability has been issued. Until the decision is forwarded to the enforcement service, the citizen has the opportunity to pay half the amount.
Details of the fine can be checked in electronic registers. In particular, the information is displayed in the Reserve+ app, and may subsequently appear in the Diya app.
The fine can be paid electronically via the Reserve+ app in the ‘Fines Online’ section. The law provides for a so-called grace period for payment.
During the first 20 days after the decision is issued, it is possible to pay only 50 per cent of the amount. In this case, the fine may amount to 8,500 hryvnias.
If the fine is not paid within the specified period, the decision is forwarded to the State Enforcement Service for enforcement. In this case, the amount of the fine doubles and may amount to 34,000 hryvnias or more.
In addition, an enforcement fee of 10 per cent is added to the principal amount.
If enforcement proceedings are initiated, the state enforcement officer may apply enforcement measures.
If the debtor is officially employed, the relevant documents may be sent to the employer. In such cases, funds may be deducted directly from the salary.
It is also possible to freeze bank accounts and impose a ban on travelling abroad until the debt is fully repaid.
The debtor’s property may also be seized. This includes both movable property, such as cars or machinery, and immovable property, including flats, houses or land plots.
Once the voluntary payment period has expired, the regional recruitment centre may forward the documents to the State Enforcement Service for enforced recovery.
If enforcement proceedings are initiated, bank accounts may be frozen and the process of enforcing the collection of funds will commence.
During mobilisation in Ukraine, if a person has no legal grounds for deferment or does not have a deferment, a visit to the territorial recruitment centre in most cases means mobilisation into the Armed Forces of Ukraine.
