This was reported by Alexander Khinshtein, Governor of the Kursk Region.
The explosive device was detonated remotely. As a result of the explosion, Vladimir Kovalchuk, head of the Rylsk District, was injured — he sustained blast injuries and shrapnel wounds.
Sergey Besedin, Director of the Economic Services Department, was driving the car. He sustained injuries to his abdomen and thigh and is currently undergoing surgery. He and Kovalchuk will later be transferred to Kursk Regional Hospital.
In addition, the head of the Culture Department and a specialist from the Civil Defence and Emergency Situations Department were standing near the building at the time of the explosion. They have also been injured. Bomb disposal experts are working at the scene of the incident.
