In Ukraine, plans are underway to strengthen penalties for illegal departure abroad
This was stated by the government representative in parliament, Taras Melnychuk.
The Cabinet of Ministers of Ukraine has approved a bill aimed at changing the responsibility rules for military reservists during martial law. The document proposes removing Article 204-3 from the Code of Administrative Offenses, which was previously partially declared unconstitutional and ineffective. At the same time, cases under Article 204-1 regarding illegal crossing of the state border will be transferred to the State Border Guard Service for consideration.
The key changes concern the Criminal Code: illegal crossing of the state border outside checkpoints, damage or destruction of border infrastructure, as well as other actions committed during martial law, will be considered aggravating circumstances. This means harsher penalties for violators.
A separate section of the bill pertains to military reservists, reservists, and conscripts. They will be required to adhere to specified time limits abroad. In case of exceeding the permitted time, additional sanctions are provided to prevent abuse and evasion of mobilization obligations.
Thus, the government is trying to strengthen control over the movement of military reservists and simultaneously establish stricter responsibility for violations of border regime during wartime.
