Compensation for destroyed homes in the occupied territory – how to apply
Applications for the new state compensation scheme for lost housing in temporarily occupied territories opened on 1 December 2025.
Cabinet of Ministers Resolution No. 1176 of 22 September 2025 states that the programme provides for the issuance of a voucher worth 2 million hryvnias per person for the purchase of new housing.
In the first phase, eligible participants will be IDPs from the temporarily occupied territories who have the status of combatant or person with a war-related disability, granted since 2014.
How to apply for compensation for housing lost in the occupied territories
An application may be submitted by an internally displaced person who has:
- the status of a combatant or a person with a war-related disability (since 2014);
- have a confirmed previous place of residence in the temporarily occupied territories;
- a valid IDP certificate with the address of their current place of residence in territory controlled by Ukraine;
- neither they nor their family own any other housing in government-controlled territories (with the exception of an outstanding mortgage or housing in a combat zone);
- has not received housing support under other programmes and has no active applications in ‘eVidnovlennia’.
Such a voucher can be used within five years. Once housing has been purchased, a five-year ban on disposal will apply to ensure the funds are used for their intended purpose.
Applications can only be submitted via ‘Diyu’; subsequently, they can also be submitted at Administrative Service Centres or through a notary.
Applications will be assessed by commissions at the place of actual residence specified in the IDP certificate.
The condition of the property in the temporarily occupied territories and proof of ownership will not be verified, but details of the property must be included in the application.
