Contract model for the army: OP prepares new base
This was stated by Deputy Head of the President's Office Pavlo Palisa.
According to Palisa, procedures are being developed that will form the basis for concluding extended contracts with military personnel, in particular those who were drafted into the Armed Forces of Ukraine through mobilisation.
He noted that the "Contract 18-24" programme is not an alternative to mobilisation, but a tool for young people who are not subject to mobilisation to join the Armed Forces and receive a motivational package.
"In general, technically, it was necessary to test all the procedures that will form the basis for a broader contract, which can also be signed by mobilised Ukrainian citizens in order to obtain clear terms of service and to motivate such people. And a smooth transition from a mobilised army to a contract army," Palisa said.
According to him, the preliminary concept of the reform provided for the introduction of contracts for up to five years, as well as a system of deferrals.
After the change of leadership in the Ministry of Defence, the document was sent for revision. Palisa said that Minister Fedorov had taken a break to revise the draft law in accordance with his vision.
"The request for terms of service is understandable, and we will try to implement it through contracts. But we also need to take into account the current situation on the front lines," he noted.
According to the deputy head of the Presidential Administration, the updated system should provide the military with certainty in terms of service and guarantees from the state.
