Kyivstar will sell Starlink to businesses and government agencies in Ukraine

Ukrainian telecoms operator Kyivstar, part of the Veon Group, has announced a new agreement with Starlink.
The company will be able to resell Starlink broadband internet services and Starlink Kits to Ukrainian businesses and public sector organisations.
This includes businesses, state schools, universities, hospitals and community clinics. They will be able to purchase Starlink kits and high-speed internet directly through Kyivstar, paying in local currency.
Kyivstar CEO Oleksandr Komarov stated that adding Starlink to the service portfolio will enable the company to offer businesses an integrated, multi-tiered suite of connectivity solutions.
According to him, this should help bridge coverage gaps in remote areas or where infrastructure is limited, and where stable high-speed internet is scarce yet vital for operations.
“This enhances the resilience and efficiency of Ukrainian companies,” Komarov said.
He also added that Kyivstar plans to develop joint offerings that will combine Starlink’s satellite services with Kyivstar’s core telecoms services. The aim is to provide businesses with comprehensive solutions offering high reliability and support.
The new agreement builds on Kyivstar’s existing collaboration with Starlink Mobile regarding direct-to-cell satellite connectivity for the operator’s 4G customers.
Kyivstar commercially launched this service at the end of November 2025.
Veon CEO Kaan Terzioglu stated that combining Starlink services with Kyivstar’s terrestrial network will enable the creation of offerings that enhance business resilience and operational continuity.
As reported by ThePublic, Russia has banned the import of Starlink into the country for six months.
