Lubinec reported a 333-fold increase in complaints against the TCC
Dmytro Lubinets made this statement during a speech in the Verkhovna Rada.
Dmytro Lubinets, the Verkhovna Rada’s Commissioner for Human Rights, reported a sharp rise in the number of complaints regarding violations of citizens’ rights during mobilisation.
According to him, compared to 2022, the number of such complaints has increased 333-fold.
Lubinec reported that he had received over 6,000 complaints regarding violations linked to mobilisation measures.
The Ombudsman stated that, in his words, the “shameful practice” of using balaclavas, the use of unlawful force and the beating of citizens continues in Ukraine.
“Unfortunately, the shameful practice of using balaclavas, the use of unlawful force and beatings continues here,” said Lubinets.
He also stated that the situation has reached the point where, in his words, “civilian citizens of Ukraine are being killed” on the premises of the Territorial Recruitment Centres.
Lubinec criticised the implementation of instructions regarding changes to mobilisation approaches. According to him, all instructions received by the relevant bodies regarding a radical overhaul of the mobilisation system have failed.
The Ombudsman specifically emphasised that he does not agree with the position that, allegedly, it is impossible to change this system in the context of a full-scale war.
“I categorically disagree,” he stated.
Lubinec is calling for the urgent establishment of a working group at the level of the Ministry of Defence.
According to him, it should include the Ombudsman himself, as well as representatives of parliament.
The Ombudsman stated that he has proposals on how to quickly change the situation.
“We have a plan on how to urgently change this situation. Ukrainian citizens must feel safe in the premises of the TCC and SP, not the other way round,” said Lubinets.
