The Ministry of Defence says that the issue regarding the ‘wanted’ status for women in the Reserve+ programme has now been resolved. According to the ministry, the error occurred at one of the district military registration and enlistment offices, where women were mistakenly registered for military service. There were 32 such cases. The ministry claims that the “wanted” status was removed from all of them two weeks ago. No fines were imposed, as there were no grounds for doing so.
The next step is the complete removal of these women from the general military register. The Ministry of Defence has stated that this must be done by the end of April. At the same time, they promise to change the system itself to minimise the impact of human error in such cases in future.
This issue gained widespread attention following several public cases where women without medical or pharmaceutical training suddenly found themselves in the military registration system, and sometimes even with “wanted” status. Against this backdrop, on 4 April, the Army conducted an internal review and stated that there are no plans to mobilise women in Ukraine. They emphasised that women may only serve on a voluntary basis, and that compulsory military registration applies only to female citizens with medical or pharmaceutical training.
The Army explained at the time that one of the known erroneous entries in the “Oberig” system had appeared as far back as 2021, and during a further check, other similar cases were discovered. At the same time, the military openly acknowledged that it was simply not possible to remove such information from the register due to gaps in the regulatory framework and technical limitations of the system itself. It was following this that the command submitted proposals to the General Staff and the Ministry of Defence on how to resolve this issue.
At the political level, specific amendments are already being prepared in response to this issue. Draft law No. 15116 of 30 March and an alternative draft No. 15116-1 of 7 April have been registered in the Verkhovna Rada. They are intended to regulate the procedure for removing women from military records who were enrolled in violation of the law. The alternative bill, in particular, proposes 30 days to review an application and up to 90 days for the automatic removal of those registered without proper grounds.
In fact, the Ministry of Defence has now reported the first practical outcome of this case: the erroneous ‘wanted’ status in Reserve+ has already been removed. But the case itself has highlighted a bigger problem – errors in the register can drag on for years, and the mechanism for correcting them has to be put in place only after a public scandal.
As a reminder, on the morning of 1 April, the “Reserve+” app experienced a glitch. The service is down. This was reported by users on social media. In particular, Ukrainians are complaining that it is impossible to access the app. When attempting to log in, the system prompts users to update the app.
