Mobile internet in Ukraine is changing: what the new law entails

Law No. 4670-IX came into force in Ukraine, establishing new requirements for mobile communication quality, setting minimum data transfer speeds, and strengthening control over operators.

Law No. 4670-IX, aimed at improving the quality of electronic communications and mobile internet, has officially come into force in Ukraine. The document brings the industry closer to European standards and introduces new control mechanisms.

A key change is the establishment of data transfer speed as a basic indicator of service quality. The state will set a minimum number of megabits per second that operators will be required to guarantee to subscribers. This indicator will form the basis for evaluating the performance of companies.

Subscribers will be able to measure mobile internet speed themselves using their smartphones. The test results will be automatically transmitted to the NCC, which will allow the regulator to quickly identify problem areas in the network and respond to communication failures.

The law also establishes a national roaming mechanism. The ability to switch to other operators' networks during blackouts or emergencies becomes a permanent norm and will not be cancelled after the end of martial law.

In addition, the moratorium on checking compliance with licence conditions has been lifted. This is expected to encourage operators to build more base stations, particularly in rural areas.
