In the Kyiv region, the organiser of an underground mini-oil refinery producing counterfeit fuel has been notified of suspicion in the case. This was reported by the National Police.
In July 2025, law enforcement officers shut down the enterprise and seized fuel and lubricants and more than 18 million hryvnias in cash.
During the investigation, it was established that the illegally produced fuel was stored at an oil depot in the Bila Tserkva district of the Kyiv region. According to the investigation, the counterfeit fuel was sold through a network of controlled petrol stations without state standard certificates and without being reflected in financial and economic documentation.
As part of the measures carried out last year in the Kyiv and Cherkasy regions, as well as in the city of Kyiv, law enforcement officers conducted searches at petrol stations and an oil refinery.
During the investigation, more than 57,000 litres of petrol, almost 85,000 litres of diesel fuel and 4,500 litres of liquefied gas were seized.
In addition, law enforcement officers seized fuel storage tanks, fuel dispensers, pumping equipment, and trucks with tankers used to transport fuel.
The estimated value of the seized fuel and lubricants exceeds 8 million hryvnias.
During searches of the suspects' residences, law enforcement officers also seized financial and business documents, mobile phones, cash in excess of 18 million hryvnias in hryvnia equivalent, and rough notes.
