More than 10,000 square metres of property belonging to the state-owned joint-stock holding company “Kyiv Radio Plant” were transferred into private ownership for 2.7 million hryvnias, even though their market value exceeded 62 million hryvnias. According to the investigation, this concerns six properties belonging to the strategic enterprise, and the state suffered losses of over 60 million hryvnias.

This was announced by Ukraine’s Prosecutor General, Ruslan Kravchenko.

According to the Office of the Prosecutor General, six properties belonging to the ‘Kyiv Radio Plant’ were transferred into private ownership at an undervalued price, including the plant management buildings, guard posts and production facilities. The property was sold for 2.7 million hryvnias, although its market value, according to forensic expert reports, exceeded 62 million hryvnias. In other words, the assets were effectively sold at 23 times below market value.

The prosecutor’s office emphasises that the sale took place despite a legal ban on the privatisation of assets belonging to enterprises in the space industry. According to the investigation, the disposal was organised and carried out by an arbitration manager who, at the time, was acting as the liquidator of the strategic enterprise. He has been notified of suspicion under Part 3 of Article 365-2 of the Criminal Code of Ukraine – abuse of authority by a person providing public services, resulting in serious consequences. The assets have been seized.

This concerns the enterprise’s assets which, according to law enforcement officials, are classified as strategic and linked to the defence-industrial complex. In wartime, such assets carry particular significance, and their sale at a 95% discount raises questions not only about possible corruption but also about the protection of the state’s industrial base.

As reported by ThePublic, journalists analysed information on 62 former and current heads of regional TCCs and joint ventures across all regions of Ukraine who held office between 2022 and 2026. The sample included only those officials whose surnames could be identified in open sources. They were divided into three groups: those implicated in law enforcement investigations and cases involving signs of illicit enrichment; officials whose assets correlate with their official incomes; and those for whom no changes in assets were recorded during the full-scale invasion.
