UN records sharp rise in civilian casualties in Ukraine in 2025
In 2025, the number of civilians killed and wounded in Ukraine increased sharply due to the escalation of hostilities and Russia's increased use of long-range weapons. This is reported by Reuters with reference to the monthly report of the UN Human Rights Monitoring Mission in Ukraine.
According to the UN, 2,514 civilians were killed and 12,142 others were injured during the year as a result of the war. This is 31% more victims than in 2024. The vast majority of documented cases occurred on the territory controlled by Ukraine as a result of attacks by Russian troops, the mission said.
According to the report, almost two-thirds of all victims were in the frontline areas. The elderly were particularly vulnerable, as they remained in their homes despite the danger. Separately, monitors have recorded a sharp increase in the number of victims of short-range drone strikes, which have effectively rendered many areas near the frontline uninhabitable.
In addition, since June 2025, an increase in Russian missile and drone attacks on energy infrastructure has led to an increase in civilian casualties and in rear cities.
«The consequences of the war are now being felt by people far beyond the frontline», said UN Chief of Mission Danielle Bell.
