In 2025, nearly 2,800 pets were registered in the capital via the Administrative Service Centre — 2,486 dogs and 295 cats. During this process, the pet is assigned a unique identification number, and the owner receives a certificate and a tag.

This is reported by the Official Portal of Kyiv. 

Why is it necessary to register pets in Kyiv?

Registration involves the official entry of information about the animal and its owner into Kyiv’s municipal register.

Following the procedure, the pet is assigned a unique number, and the owner receives a registration certificate and a tag with a personalised QR code.

Experts emphasise that this procedure has a number of advantages:

  • It helps to quickly locate the owner if the animal is lost.
  • It confirms ownership in cases of disputes or theft.
  • It allows for monitoring of mandatory vaccinations (in particular against rabies).
  • The register’s data helps the city plan the development of dog walking areas, the installation of litter bins and the implementation of other pet-friendly solutions.

Dog registration in Kyiv is mandatory, whilst cat registration is optional.

How to register a pet: step-by-step guide

You can start registering your pet online to save time.

To do this, you need to: 

  • log in via Bank ID on the website pets.kyivcity.gov.ua,
  • create a registration card;
  • upload a photo of the animal.

To complete the procedure and obtain a tag, you must visit your nearest Administrative Services Centre.

Documents required to register your pet at the Administrative Service Centre:

  • completed Form No. 1 (issued by administrators);
  • receipt for payment of the service;
  • a copy of the veterinary passport with rabies vaccination records (if available);
  • a colour photo of any size clearly showing the animal.
