Petition for the decriminalization of porn has gathered the required number of votes
Petition for the decriminalization of pornography production, posted on the president's website by OnlyFans model Svitlana Dvornikova, has gathered the necessary 25,000 signatures. Now it must be reviewed by the president.

These are confirmed by data on the official website of the President of Ukraine, reports Economic Truth

"We did not close the petition website window for all these 5 days, watched as the votes from 1000 kept climbing! Very grateful to those who supported and signed. I read many comments from people and saw huge support," – reported EP author of the petition Svitlana Dvornikova.

She added that she considers the support for the petition from such a large number of people as a sign that society is ready for the decriminalization of the production and distribution of porn.

"I couldn't even imagine that 25,000 would be collected so quickly. I was mentally prepared for the fact that nothing would come of it, and people would be against. But I see that the majority of society is in favor," – noted Dvornikova.

From searches to decriminalization

Earlier, EP already wrote about Dvornikova as a "citizen S". In March 2025, she was visited by National Police officers with a search, accusing her of Article 301 of the Criminal Code – production and distribution of porn.

At that time, law enforcement seized Dvornikova's husband's laptop, flash drives, and about 200 thousand dollars, which she had previously withdrawn from accounts to pay taxes. Currently, the laptop and personal belongings of Dvornikova's husband remain with law enforcement.

At her request not to arrest the funds intended for tax payments, investigators allegedly offered to pay at least half of this amount – 100 thousand dollars – as a bribe.

"It seems they were listening to conversations because they knew when to come so that the money would be at home," – Svitlana reported then.

She suspected that law enforcement might have learned about her activities from relevant tax database information. In particular, the investigator allegedly showed her and her husband a list of individuals for whom law enforcement was already gathering evidence in cases of porn production. "He was scrolling through this list and it just didn't end," – Dvornikova added then.

According to her, during the searches on March 11, the National Police investigator said that for most OnlyFans models in Kharkiv, law enforcement had already gathered enough evidence. Specifically, they allegedly conducted "controlled purchases" of content.

Data on OnlyFans models

The Ukrainian tax authorities received data on all content creators on the OnlyFans platform in the fall of 2024. Subsequently, by court decision, access to this information was granted to the Bureau of Economic Security, which began conducting searches on models who earned the most money. Among them was Dvornikova.

Then EP received a copy of a subpoena for interrogation, which the BEEB sent to another OnlyFans model, whose house was searched and property seized by the BEEB. The formal basis for these investigative actions is the investigation of an offense under Article 301 of the Criminal Code (which is not under the jurisdiction of the BEEB). Commenting on this situation, the BEEB stated that the citizens questioned there simply "misunderstood" the situation.

In response to EP's inquiry, the National Police repeatedly stated that they had not officially received data on individuals earning income from the OnlyFans platform. At the same time, EP unofficially learned that some law enforcement officials trade in relevant databases for $400.

In an interview with EP, former DPS head Ruslan Kravchenko (who currently holds the position of Prosecutor General) stated that he would conduct an internal investigation regarding the potential leak of data from the DPS.

What the petition is about

Probably, the searches of Dvornikova in March 2025 were related to her being the first on the list of individuals who earned the most income from activities on OnlyFans.

The petition, which the girl posted on the OP website, states that she paid 40 million UAH in taxes over 5 years of activity on the platform.

"Forty million – that's a hundred pickups or two thousand FPV drones for the Armed Forces of Ukraine. Forty million – that's hundreds of Russians killed at the front," – she wrote.

In the text of the petition, the author asks the president to support the adoption by the Rada of a bill on decriminalizing the production of adult porn (Article 301 of the Criminal Code). The bill is already registered in the Rada, but according to its author Yaroslav Zheleznyak, there are not enough votes in the parliament to pass it. Presidential support could help gather the necessary votes.

"It's time to stop hunting people for activities that do no harm, to remove cases against OnlyFans models from criminal prosecution, and finally align our law enforcement practices with the principles of the rule of law, where what does not harm anyone cannot be a crime," – the petition states.

What’s next

After receiving the required number of votes, the president is to review the petition and provide a public response.

"I will say this, I very much hope that all this will lead to decriminalization because I see that our people are ready for it," – added Dvornikova.
