The Pension Fund has clarified when Ukrainian pensioners living abroad are required to undergo in-person verification in order to receive their payments, and in which cases this is not mandatory

When physical identification is required

In accordance with Article 47-1 of the Law of Ukraine “On Compulsory State Pension Insurance”, pensioners temporarily residing outside Ukraine must undergo annual physical identification. If a pensioner has already undergone identification in 2025 and notified the authorities of their stay abroad, this information is recorded in their pension file and pension payments continue. Upon returning to Ukraine, it is recommended that they contact the Pension Fund’s service centre and confirm their place of residence in Ukraine in order to continue receiving their pension without hindrance.

Who does not need to undergo identification

Physical identification is not required if:

  • the pensioner has been abroad for less than 183 days during the calendar year;
  • the person has not applied for temporary protection or refugee status in another country.

These rules are set out in Resolution No. 299 of the Cabinet of Ministers of Ukraine dated 11 February 2025.

What constitutes temporary residence abroad

According to government regulations, persons temporarily residing outside Ukraine include citizens:

  • who have been abroad for at least 183 days during the year;
  • or who have been granted temporary protection or refugee status due to Russian aggression;
  • but have not applied for permanent residence abroad.

When re-identification is required

Pensioners who have already undergone physical identification in 2025 do not need to undergo it again in the same month. By law, identity verification must be completed by 31 December of each calendar year. In other words, if a pensioner underwent verification in 2025, this allows them to receive their pension in 2026. For further payments after 2026, the procedure must be completed by 31 December 2026.
