The "SvitloDom" programme: the state will allocate up to 300,000 hryvnias for autonomous power supply to multi-storey buildings
The Cabinet of Ministers has approved the launch of the SvitloDim state programme, under which apartment buildings will be able to receive between 100,000 and 300,000 hryvnias for the installation of autonomous power supplies. This was announced by Prime Minister Yulia Svyrydenko after an energy meeting of the government.
According to her, the programme is being introduced to support people and businesses in conditions of limited energy supply. State aid will be provided to condominiums, housing and service cooperatives, as well as managers of apartment buildings regardless of ownership. The funds can be used to purchase generators, batteries, inverters, solar panels and other energy equipment.
As specified by the Ministry of Community and Territorial Development, the amount of funding will depend on the number of floors in the building and the number of entrances. Residents will choose the type of equipment and supplier themselves; the programme does not impose any restrictions in this regard.
Applications will be submitted online through the electronic office on the Diya portal, which will be launched in the near future. After validation by the commission at the Ministry of Development, the funds will be transferred to applicants within 48 hours. The funds received must be used within 45 calendar days.
After installing the equipment, recipients of assistance are required to submit a report on the targeted use of funds through Diya within 30 working days. The deadline for project implementation is no later than 20 December 2026.
The "SvitloDim" programme will operate during martial law, but no longer than two years from the date of entry into force of the government resolution. In the first stage, it will cover communities with an officially recorded energy emergency, in particular Kyiv and the Kyiv region.
