Communication during blackouts will improve - Government
The government adopted a resolution that provides a clear algorithm for cooperation between communities and operators.

Local authorities and utility companies will be able to officially support mobile communication in cities and villages. The government has approved a resolution that provides a clear algorithm for cooperation between communities and operators. This is reported by the Ministry of Digital Transformation.

"Operators have thousands of generators, but during large-scale outages, it is physically difficult to service them all simultaneously. The new mechanism allows communities to lend a hand to operators," the statement notes.

This can be done through three models:

  • Power basic stations from their own utility generators
  • Provide personnel for refueling and starting operators' generators if businesses lack their own crews
  • Allow operators to place their own generators on communal facilities without unnecessary bureaucracy and property transfer

"Operators will receive logistical support from the network, and communities — stable communication and reimbursement of expenses: fuel, repairs, and maintenance," the ministry states.

It is not about selling electricity, but about providing network support services. Utility enterprises do not need to obtain special licenses, and for powering basic stations, fuel can be taken from community material reserves.

Earlier, the President of Ukraine signed a law that establishes clear requirements for communication quality. Now, speed will become a fixed standard, and Ukrainians will be able to verify themselves whether the operator complies with it.
