The Verkhovna Rada adopted a law on safety in schools
The Council approved the bill on the implementation of security measures in general secondary education institutions.

For the relevant bill №11543, 274 parliamentarians voted in favor.

The authors of the bill noted that until now, there were no established prohibitions and restrictions at the legal level regarding presence on the territory and in the premises of educational institutions, nor the relevant legal mechanisms to ensure compliance with such prohibitions and restrictions.

The law states that to ensure the safety of the educational process, the founder and director of the institution must organize:

  • defining rules for access and presence of participants in the educational process and other people on the territory and in the premises of a general secondary education institution;
  • fencing the territory of the general secondary education institution or establishing its boundaries on the site;
  • equipping the general secondary education institution with technical security measures for urgent police calls;
  • other security measures.

In state and communal general secondary education institutions, the implementation of such measures cannot be funded by the participants in the educational process.

It is also noted that on the territory and in the premises of a general secondary education institution, it is prohibited for people to be:

  • with obvious signs of alcohol, drug, or other intoxication;
  • who have dangerous objects and substances with them, the list of which is approved by the Cabinet of Ministers of Ukraine;
  • with animals (except guide dogs used by people with disabilities).

In case of violation by students, they are not allowed to participate in the educational process until the respective violation is rectified.
