Reserve+ and Oberig: new accounting rules and penalties
According to the legislation published on the Verkhovna Rada’s website, the key change is the official recognition of the QR code in the ‘Reserve+’ mobile app as equivalent to a paper military ID card. Any changes in a person’s circumstances, such as employment or obtaining a driving licence, will now be reflected in their profile instantly. This eliminates the need for in-person visits to government offices, and the electronic queue system allows users to book an appointment remotely.
However, digitalisation has also brought stricter penalties. The Traffic Police now have the right to issue fines ranging from 17,000 to 25,500 hryvnias without drawing up reports. In the event of further violations, cases will be referred to court to restrict driving privileges. Monitoring is becoming automated, making the process of updating data mandatory and technically unavoidable for all conscripts.
The changes also affect the military medical examination process. Thanks to access to the eHealth database, doctors can instantly view medical histories, and the entire military medical examination cycle now takes no more than 14 days. Special attention has been paid to those previously classified as ‘partially fit’, who must undergo a re-examination within the timeframes specified by law. The new system aims to make record-keeping transparent and efficient through full digitalisation.
