Rutte: partners agree on two levels of security guarantees
Rutte emphasized the importance of Ukraine, the United States, and Europe working together on what future security guarantees should look like.
"At the first level, there will be, essentially, the establishment of some kind of peace agreement or ceasefire, or a combination of both. So the first level will be to ensure that the Ukrainian Armed Forces are as strengthened as possible so they can withstand any difficulties," said NATO Secretary General.
The second level is what, according to him, "the United States and Europe will provide".
"This is what we are actually working on. And, as we all know, the Budapest Memorandum and the Minsk negotiations also did not lead to real guarantees. And our new guarantees should not be like that," he said.
Rutte emphasized that future guarantees should be of such a level that "Vladimir Vladimirovich Putin, sitting in Moscow, would never even consider attacking Ukraine again".
