Roberta Metsola signed a €90 billion EU loan for Ukraine
Metsola announced the signing of the document on social media. According to her, the €90 billion loan was signed on behalf of the European Parliament.
She noted that the funds will be used to support the work of key public services, preserve Ukraine's defence capabilities, protect common security and freedom, achieve real and lasting peace, and secure Ukraine's future in Europe.
Earlier it was reported that the loan was to be signed during a special session of the European Parliament on the anniversary of Russia's full-scale invasion of Ukraine.
On 19 December 2025, the European Council agreed to grant Ukraine a loan of €90 billion for 2026-2027. The financing will be provided through EU borrowing on the capital markets, guaranteed by the EU budget reserves.
To receive the funds, Ukraine must fulfil a number of conditions, including respect for the rule of law and the fight against corruption.
It is also stipulated that weapons can only be purchased in European Union countries. If it is necessary to purchase weapons in third countries, a corresponding agreement must be concluded with the EU within the framework of SAFE or the security and defence partnership.
On 14 January, the European Commission approved a package of legislative proposals that will allow Ukraine to obtain a loan to cover its financial and military needs in 2026-2027. The first tranche is expected in early Q2 2026.
