Rules for mobile operators are changing in Ukraine: what will happen to ‘unlimited’ plans?

In Ukraine, mobile operators are being required to explain the terms and conditions of ‘unlimited’ internet more clearly, whilst the number portability service will be temporarily suspended from 29 June to 1 July. For subscribers, this means two things: tariff terms and conditions should become clearer, and it will not be possible to switch operators whilst keeping the same number for a few days.

This has been reported by the Antimonopoly Committee of Ukraine.

The Antimonopoly Committee has contacted Vodafone, Kyivstar and lifecell regarding their advertising of ‘unlimited mobile internet’. The regulator noted that the operators describe the internet as unlimited, although in some cases they may restrict speeds.

This does not refer to a complete cap on data usage, but rather to traffic shaping technology. This allows operators to regulate speeds for individual users or services if the network is overloaded.

The AMCU believes that users should be able to see all the important terms and conditions of a tariff plan at a glance. In particular, if speeds may be reduced after a certain volume of traffic has been used or under specific conditions, this must be clearly explained, rather than hidden in small print or additional links.

Vodafone explained that operators are being asked to make the terms and conditions for internet use more visible: to increase the font size, highlight restrictions more clearly and provide visible links to the detailed terms and conditions.

For subscribers, this means there should be less ambiguity in adverts and tariff descriptions. If the internet is described as ‘unlimited’, people should immediately understand whether there are speed limits and when they apply.

When will number porting be suspended?

Separately, the regulator has announced a temporary suspension of the mobile number portability service.

The MNP service will be unavailable from 08:30 on 29 June 2026 until 17:30 on 1 July 2026. Number porting is due to resume from 08:30 on 2 July 2026.

MNP allows subscribers to switch mobile operators whilst keeping their existing number. During this suspension, it will not be possible to initiate or complete a number porting process.

Which operators are affected?

The temporary suspension is to be implemented by the State Enterprise ‘Ukrainian State Centre for Radio Frequencies’ and the mobile operators.

This applies to Kyivstar PJSC, VF Ukraine PJSC, Lifecell Ltd, TRIMOB LLC, International Telecommunications LLC and LAIKAMOBILE Ukraine LLC.

Operators must inform subscribers about the service suspension.

What this means for subscribers

If a user was planning to switch operators whilst keeping their number, they should take into account the interruption from 29 June to 1 July and submit their application once the service has been restored.

At the same time, the issue regarding ‘unlimited’ internet relates not to the suspension of services, but to the transparency of tariffs. Operators may continue to use technical mechanisms to manage traffic, but must explain more clearly to subscribers when speeds may be restricted.
