Scholarships will be awarded to researchers in Ukraine based on their ranking
This was announced by Taras Melnychuk, the Cabinet of Ministers’ representative in the Verkhovna Rada. The decision is also linked to the government’s plan to launch the National System of Researchers of Ukraine, which is being implemented by the Ministry of Education and Science.
Scholarships for researchers
The Cabinet of Ministers has established state scholarships for research and research-teaching staff based on the results of the ranking in the National System of Researchers of Ukraine.
The government has also approved the Methodology for compiling rankings within this system and the Procedure for awarding state scholarships to scientific and scientific-pedagogical staff.
This mechanism is designed to identify high-performing Ukrainian scientists, particularly young researchers, as well as researchers working abroad who are competitive at a global level.
Who will be eligible for payments
Scholarships will not be awarded to all participants in the National System of Researchers of Ukraine.
Scientists and research and teaching staff who are included in the integrated rankings and hold relevant positions at their primary place of work in Ukraine will be eligible for payments.
Staff working abroad may be included in the rankings, but state scholarships will not be awarded to them under this scheme.
Amount and number of scholarships
The monthly state scholarship for a single research or research and teaching staff member will amount to 12,000 UAH.
The total number of such scholarships is 2,650.
According to the government’s plan, the rankings in the National System of Researchers of Ukraine are to be finalised in June 2026, and the grants are to be awarded annually, starting from July 2026.
How the rankings will be formed
The approved methodology defines the scope of participants, objects, stages, tools, algorithms and procedures for compiling the rankings.
The rankings are intended to reflect the results of researchers’ scientific and scientific-technical activities.
The system will also be used to analyse scientific work by research field, institution, region and at the national level.
Why the system is being launched
The National System of Researchers of Ukraine is intended to serve as a tool for identifying, supporting and promoting the most productive Ukrainian scientists.
The government’s plan envisages that the system will help to support the human resources potential of science, in particular young scientists and researchers with significant achievements in scientific and scientific-technical activities.
In effect, this is an attempt to create a more transparent mechanism for state support of scientists – through rankings, comparable indicators and the subsequent awarding of grants to those who meet the established criteria.
Changes to the Coordination Council
The Cabinet of Ministers has also updated the composition of the Coordination Council on the Affirmation of Ukrainian National and Civic Identity.
This is not a change in the council’s powers, but rather an alignment of its composition with the current government structure and job titles.
In particular, the position of “Minister of Culture and Strategic Communications” has been replaced by “Deputy Prime Minister for Humanitarian Policy of Ukraine – Minister of Culture”.
The representation of the Ministry of Social Policy, Family and Unity and the Ministry of Health has also been clarified.
The position of “Deputy Minister of Social Policy, Family and Unity” has been replaced by “Deputy Minister of Social Policy, Family and Unity for European Integration”.
The position of “Deputy Minister of Health” has been replaced by “Deputy Minister of Health for European Integration”.
The Coordination Council operates under the Cabinet of Ministers as an advisory body. It was established to coordinate state policy in the field of Ukrainian national and civic identity, in particular national-patriotic education, civic education and interaction between government bodies and civil society institutions.
Scholarships for students
The Cabinet of Ministers has also awarded 99 academic scholarships to the most gifted students at higher education institutions.
The scholarships are for the second semester of the 2025/26 academic year.
Accessibility of government information
Separately, the government has amended Cabinet Order No. 1046 of 17 November 2023.
The document concerns recommendations on the presentation of information by public authorities in formats that ensure its accessibility.
The amendments provide for the annual submission, by 1 February, to the Ministry of Culture of Ukraine of information on the results of self-assessments of the accessibility of information published by public authorities.
The recommendations have also been supplemented with a provision on the annual self-assessment of the accessibility of such information for the previous year.
The self-assessment must be carried out in accordance with a methodology to be determined by the Ministry of Culture.
