How much Ukrainians owe for utilities: new data from the State Statistics Service
This was reported by the State Statistics Service of Ukraine.
According to the State Statistics Service, in October–December 2025, the debt of the Ukrainian population for housing and communal services increased by 12.5% compared to the previous quarter and amounted to UAH 113.4 billion.
During this period, Ukrainians paid UAH 64.1 billion for housing and communal services. This is 83.1% of the accrued amount, which amounted to UAH 77.1 billion.
The highest level of payment was recorded for centralised water supply and sanitation — 105.1% of the amounts charged. At the same time, the lowest level of payment remained for the supply of heat and hot water — 59.3%.
The largest part of the debt is for heat supply and hot water. The debt for these services reached UAH 38 billion, which is 14.7% more than in the previous quarter.
Debt for natural gas supply and distribution amounted to UAH 35.4 billion, which is 26.8% more than before. Ukrainians owe UAH 17 billion for electricity, which is 2.7% more.
At the same time, the debt for centralised water supply and sanitation amounted to UAH 10.1 billion, which is 2.8% less than in the previous quarter.
In addition, the population owed UAH 9.5 billion (+0.7%) for the management of apartment buildings and UAH 3.2 billion (+0.2%) for household waste management.
The largest amounts of debt for housing and communal services were recorded in the Dnipropetrovsk region — UAH 18.3 billion. Significant debts were also recorded in Donetsk region — UAH 4.1 billion, Poltava region — UAH 3.4 billion, Kharkiv region — UAH 1.6 billion, Kyiv region — UAH 2.1 billion, Odesa region — UAH 1.1 billion, and Lviv region — UAH 1.3 billion. In Kyiv, the population's debt amounts to UAH 2.9 billion.
