Following the ‘envelope’ scandal, ‘servant’ Negulevsky moved to an estate in Kozin

MP Ihor Negulevskyi moved into a large estate in Kozin at the end of 2025. The house is located in a gated community with access to the water.
Negulevsky is an MP for the “Servant of the People” party and sits on the Verkhovna Rada’s parliamentary committee on road transport and infrastructure.
In late December 2025, the NABU and the SAP informed him that he was under suspicion in a case involving the distribution of “envelopes” to MPs in exchange for votes in the Verkhovna Rada.
According to the investigation, a group of MPs coordinated which draft laws and resolutions should be supported and which should not. In return, the parliamentarians allegedly received between $2,000 and $20,000.
The estate in Kozin
Two weeks before being served with the notice of suspicion, Negulevsky began renting a property in Kozin.
The MP’s 2025 declaration states that the house covers an area of almost 800 square metres. However, according to Bihus.Info, the MP did not declare any expenditure on renting this property.
Journalists found an advertisement for the rental of this house.
The description stated that natural materials – marble, granite and wood – were used in the construction of the estate.
The house features a billiard room, a gym, a master bedroom with an en-suite bathroom and a dressing room, three further bedrooms, four bathrooms, a spa area with a sauna, and a swimming pool with a jacuzzi.
On the 3,500 square metre site, in addition to the main estate, there is a 90-square-metre guest house. It features a kitchen, three bedrooms, two bathrooms and staff quarters with a separate entrance.
The plot also features a barbecue area and a boathouse with a yacht launching system.
How much does it cost to rent
In the advert found by journalists, the rental cost of the estate was $5,000 per month.
This figure was confirmed by the estate agent in a conversation with Bihus.Info.
Negulevsky himself stated in a telephone conversation with journalists that he was renting the house for a significantly lower amount. He did not specify the exact cost.
The MP also did not explain why he was able to secure such a discount.
According to Negulevsky, he pays the rent from his savings, and he took the house because there were no other options.
“It just so happened that it was 800; I didn’t want 800. It’s just that there was nothing else available at the time, so I took the 800 because it was a reasonable price. The radiators there are all solar-powered. So the utility bills are fine,” said the MP.
Who else is involved in the case
In the “envelope” case, apart from Ihor Negulevskyi, four other MPs from “Servant of the People” have been placed under suspicion.
These are Olga Savchenko, Mykhailo Labu, Yevhen Pyvovarov and Yuriy Kisel.
All the MPs have been released on bail and continue to attend sessions of the Verkhovna Rada.
As reported by ThePublic, the Shevchenkivskyi District Court of Dnipro ruled to issue a compulsory summons for MP Mykola Tyshchenko. The reason was that he had ignored previous court hearings in the case concerning the unlawful deprivation of liberty and beating of former Kraken fighter Dmytro Mazokha.
