Stefanchuk responded to criticism of the new Civil Code

Ruslan Stefanchuk, Speaker of the Verkhovna Rada, has responded to criticism of the draft of Ukraine’s new Civil Code.
According to him, the Civil Code is a complex and the largest piece of legislation, which is why many myths have arisen around it.
Stefanchuk stated that one such myth concerns the alleged inadequate preparation of the document and insufficient discussion.
“Myth number one goes like this: the draft Civil Code was improperly prepared and discussed. This is not true, as the working group responsible for the draft was established in 2019,” he noted.
According to the Speaker of the Verkhovna Rada, the working group included representatives of the academic community, judges, lawyers and notaries.
He stated that the document was drafted in accordance with legislative drafting rules – from the concept, which was widely discussed, to the final version, which took seven years to complete.
Over 300 experts and more than a hundred proposals
Stefanchuk reported that following the conclusion of the discussions, the working group had reviewed all the proposals received.
According to him, over 300 specialists in the field of civil law joined the work on the draft.
Over 100 proposals were also received from universities, educational institutions, judges, lawyers and notaries.
Most of these proposals, as the Speaker of Parliament stated, were reflected in the final draft of the Civil Code.
“Both the preparation and the discussion of the draft Civil Code met all the standards of law-making,” added Stefanchuk.
Discussions with professional communities
The Speaker of the Verkhovna Rada also noted that certain provisions of the document were discussed with professional communities.
In particular, this involved consultations with the media and journalistic community regarding the balance between freedom of speech and the right to privacy.
Earlier, a provision concerning the possibility of marriage from the age of 14 under certain conditions was removed from the draft of the new Civil Code.
