The Department of Health is cancelling the placements of some medical staff: who is affected
The Ukrainian Ministry of Health may lift the exemption for some healthcare workers to meet the army’s needs.
The Ministry of Health may cancel the deployment of some healthcare workers at the request of the Ministry of Defence. Once approved, these healthcare workers may be deployed to the Armed Forces of Ukraine and other organisations.

Health Minister Viktor Lyashko made this statement in the Verkhovna Rada during Question Time to the government.

The Ukrainian Ministry of Health may lift the exemption status of some healthcare workers to meet the needs of the army.

According to Health Minister Viktor Lyashko, such decisions are taken in response to requests from the Ministry of Defence and following a separate review.

During Question Time in the Verkhovna Rada, Lyashko explained that the medical staff reserve was introduced to ensure control and stability in the provision of medical care.

This refers, in particular, to assistance for wounded soldiers being treated in relevant hospitals, including civilian medical facilities.

“Regarding medical staff. We have said on more than one occasion – the question of why medical staff were reserved. It was to control the process of providing medical care, in particular for wounded soldiers receiving medical care in relevant hospitals, including civilian hospitals,” Lyashko noted.

The Minister emphasised that the Ministry of Health must ensure medical care is provided to everyone who needs it, throughout Ukraine.

“As Minister, I must ensure that medical care is provided to everyone who needs it, throughout Ukraine,” he added.

Who may be released

Lyashko reported that the Ministry of Health is in constant cooperation with the Ministry of Defence and the Command of the Armed Forces of Ukraine Medical Forces regarding the need for medical personnel.

According to him, every request for redeployment is considered by a multidisciplinary team.

It includes representatives from the Ministry of Health, the Ministry of Defence and the relevant regions.

“For every request they make to release personnel, a multidisciplinary team works on it, involving the Ministry of Defence, the Ministry of Health and the relevant regions. We are releasing medical staff so that they can join the ranks of the Armed Forces of Ukraine and beyond,” said the Minister of Health.

Therefore, this is not about automatically lifting the reservation for all medical staff, but about individual decisions based on requests from the Ministry of Defence, taking into account the needs of the army and the situation in the regions.

What is known about the exemption

The exemption of conscript-eligible workers in Ukraine is used to ensure the uninterrupted operation of state bodies, local authorities and critical enterprises during mobilisation.

In the case of medical staff, the reservation is also linked to the need to maintain hospital operations and provide care for wounded military personnel and civilian patients.

Earlier, Ukraine simplified the procedure for extending the retention of employees at critical enterprises. The processing time for applications was reduced to 24 hours.

Furthermore, following the resolution of discrepancies in military registration, employers can update an employee’s status without cancelling the existing reservation.

What else has changed for military medicine

The Cabinet of Ministers of Ukraine has also adopted a decision that changes the work of combat medics.

Complex civilian reporting requirements for the use of narcotic analgesics have been replaced by simplified military protocols.

It is expected that this will allow for faster assistance to wounded soldiers and reduce the risk of legal complications for medical staff.
