The European Union has imposed sanctions on 15 individuals and a Russian detention centre responsible for the torture, ill-treatment and murder of Ukrainian prisoners of war and civilian hostages.

This has been reported by the Council of the European Union.

The first part of the sanctions list includes eight individuals implicated in the mistreatment of Ukrainians at the Olenivska colony, Russian Colony No. 7 in Pakino and in the temporarily occupied territories of Ukraine.

Among them is Dmitry Neyelov, first deputy head of the Olenivska prison colony. According to the Council of the EU, he was involved in the torture, beating and humiliation of Ukrainian prisoners and civilians.

The European Union has also held Neyelov responsible for the deaths of Ukrainian servicemen following the Russian strike on the prison on 28–29 July 2022. The official was aware of the number of casualties but deliberately delayed the evacuation of the wounded, resulting in the deaths of some of them.

Sanctions for electric shock torture and sexual violence

Oleksiy Khavetskyi, deputy head of security at Prison No. 7 in the village of Pakino, has been added to the list. The EU stated that under his leadership, Ukrainian prisoners of war were beaten, tortured with electric shocks and deliberately starved.

The prison administration also organised sexual violence and the humiliation of prisoners for the amusement of the prison staff.

Restrictions have also been imposed on FSB officer Yan Zanevsky. According to the EU, he personally oversaw unlawful detentions and participated in the torture of civilians in the Kherson, Mykolaiv and Zaporizhzhia regions. This included beatings, suffocation and sexual violence.

The list also includes staff members of the Olenivka prison colony: Artem Potapchuk, Kirill Shakurov, Vasyl Bakalinsky, Vyacheslav Yakurnov and Yuriy Dmytrenko.

The European Union has imposed restrictions on Pre-trial Detention Centre No. 2 in Taganrog. Ukrainian prisoners of war and civilians, including journalists and women, were held there.

The Council of the European Union has reported systematic torture at the facility, which led to deaths. Ukrainian journalist Viktoria Roshchina died in this detention centre after a year in Russian captivity. Upon the return of her body, numerous signs of torture were discovered.

Officials at the prison in Mordovia were also included on the list

A further seven Russian officials have been added to the sanctions list for mistreating Ukrainians at Prison No. 10 in the village of Udarnoy in Mordovia.

Restrictions were imposed on the prison governor, Alexander Gnutov, his deputies Alexei Anashkin, Yegor Averkin, Alexander Grishanin, Semyon Kuznetsov and Ivan Veshkin, as well as the head of the medical unit, Galina Mokshanova.

Hundreds of Ukrainian prisoners of war and civilians were held at the prison. Former prisoners have spoken of beatings, electric shock torture, sexual violence, mock executions, being forced to remain in stressful positions for long periods, and the denial of medical care.

What restrictions has the EU imposed?

The assets of all listed individuals and entities within the European Union will be frozen. EU citizens and companies are prohibited from transferring money or other economic resources to them.

Individuals will also be barred from entering EU countries or transiting through their territory.
