The Cabinet of Ministers has allocated 3 billion hryvnias from the state budget’s reserve fund for the purchase of additional modular boiler units.

This equipment is intended for Kyiv and the regions, which are preparing for the upcoming heating season amid ongoing Russian attacks on critical infrastructure.

The funds are to be used for the purchase of modular boiler houses and components, as well as for installation and construction work.

How much will Kyiv and the regions receive?

UAH 966 million has been earmarked for Kyiv via the Recovery Agency.

Regional military administrations will receive a further 2 billion UAH.

The funding is being directed towards the implementation of comprehensive regional resilience plans and the development of distributed heat generation.

Why are modular boiler houses needed

Modular boiler houses allow for the rapid organisation of heat supply in crisis situations.

Such facilities can provide heat to hospitals, schools, residential buildings and other vital infrastructure if the centralised heating supply is damaged or operates unreliably.

The government explains this as a move towards a decentralised heat supply model. Such a system is intended to help communities remain resilient even during attacks.

Preparing for winter

The decision to allocate funds is part of systematic preparations for winter, taking military risks into account.

Distributed heat generation is intended to reduce communities’ dependence on large centralised facilities, which could be targets for Russian strikes.
