The government has amended the rules on the protection of heritage sites and the e-Restoration programme
This was announced by the Prime Minister of Ukraine, Yulia Svyrydenko.
New rules for heritage protection zones
At a meeting of the Cabinet’s cultural committee, a procedure was adopted for establishing the boundaries and usage regimes of cultural heritage protection zones.
The new rules will allow for the determination of individual usage regimes for areas surrounding heritage sites.
This concerns, in particular, building regulations and the height of buildings adjacent to such sites.
According to Yulia Svyrydenko, the resolution allows the size of protection zones to be determined in such a way as to best facilitate the protection of heritage sites.
At the same time, these rules should allow for renovation and new construction without harming cultural heritage.
Changes to the e-Restoration programme
The Cabinet of Ministers has also improved the mechanism of the “e-Restoration” programme for damaged and destroyed cultural heritage sites.
A single inspection procedure will apply to heritage sites.
A simplified set of documents for carrying out works has also been introduced.
A separate mechanism is being introduced to recognise a monument as having been destroyed as a result of the war.
This is necessary so that residents of such buildings can obtain a housing certificate under the “e-Restoration” programme.
Protection of cultural heritage during the war
Svyrydenko noted that Russia is deliberately destroying heritage sites, museums and cultural institutions.
According to her, the aim of such actions is to erase historical memory and the connection between generations.
She emphasised that the protection of cultural heritage and support for culture remain strategically important for Ukraine during the war.
