The government has earmarked 78.5 billion hryvnias for investment in education and science for the period 2027–2029
This was announced by Oksen Lisovyi, Ukraine’s Minister of Education and Science.
The government has identified education and science as the main focus of state investment for the period 2027–2029.
According to Oksen Lisovyi, 78.5 billion hryvnias have been earmarked for the sector during this period.
This is the largest amount of funding among all sectors of public investment.
What does this decision mean?
Lisovyi stated that the decision is significant not only because of the amount of funding involved.
He said it demonstrates that the development of education and science is firmly established as a national priority.
The minister emphasised that the strategic course for change in education should not depend on individuals, positions or political cycles.
Where the investment will go
According to the minister, investment in education addresses specific needs.
These include the opportunity for children to attend school in person in safe environments, school buses to transport pupils to secondary schools, modern STEM laboratories, refurbished halls of residence, new workshops in vocational education, and equipment for scientific research at universities.
Lysovyi noted that the war does not diminish the importance of education.
On the contrary, he said, it is precisely now that the state must invest in the people who will rebuild the country, develop the economy, create new technologies and educate future generations.
The Ministry of Education and Science’s position
The Minister emphasised that education cannot develop in fits and starts — jumping from one initiative to the next.
The sector requires a long-term vision, stable investment and consistency, particularly in the context of the war.
Oksen Lisovyi described this decision not merely as a matter of funding, but as confirmation that human capital remains paramount.
In his view, investment in human capital is always necessary, and all the more so during wartime.
