The government is proposing a new admissions procedure for 2027
The Cabinet of Ministers of Ukraine has submitted Bill No. 15254 to the Verkhovna Rada concerning the specific arrangements for the state final examinations and the university admissions process in 2027.

The bill’s details have been published on the Verkhovna Rada’s website.

The document stipulates that graduates who complete each stage of full general secondary education in 2027 will be exempt from the state final assessment.

The draft bill also proposes retaining the mechanism for admission to higher education institutions via entrance examinations in a format similar to the current national multi-subject test.

According to the document, competitive selection for admission to bachelor’s degree programmes after secondary school, associate degree programmes or vocational associate degree programmes will be based on the results of entrance examinations held between 2024 and 2027, conducted using the organisational and technological processes of external independent assessment.

The entrance examinations will include:

  • Ukrainian language;
  • mathematics;
  • History of Ukraine;
  • one subject of the candidate’s choice.

The optional subjects include:

  • a foreign language;
  • biology;
  • geography;
  • physics;
  • chemistry;
  • Ukrainian literature.

Separately, the draft law stipulates that admission to higher and pre-higher vocational education institutions in 2027 will be carried out in accordance with a procedure to be determined by the central executive authority in the field of education and science, without applying certain provisions of the laws ‘On Higher Education’ and ‘On Pre-Higher Vocational Education’.

The document also stipulates that the organisation and conduct of entrance examinations will be funded from the state budget and other sources not prohibited by law.
