During a meeting with the Servant of the People parliamentary group, President Volodymyr Zelenskyy indicated that the ‘hot phase’ of the Russian-Ukrainian war could be brought to an end by November 2026.

This was reported by Olga Vasilevska-Smaglyuk, a Member of Parliament from the ‘Servant of the People’ faction, and sources at ‘Ukrainska Pravda’.

Volodymyr Zelenskyy held a meeting with the faction the day before, on 25 May. According to Vasylevska-Smaglyuk, a significant part of the meeting was devoted to the issue of ending the ‘hot phase’ of the Russian-Ukrainian war.

“The President noted that, provided security guarantees are given, the possibility of ending the hot phase by November is being considered. We currently have an advantage on the front line that we can capitalise on. The main goal is to prevent Russia from deceiving us and, after a brief pause, launching new hostilities or a new offensive,” the MP wrote.

She added that it is currently being decided who will act as the European moderator in the peace talks. A delegation from the US is also expected in the near future.

UP sources noted that during the meeting, the president also emphasised that it is now critically important to pass laws that will enable the country to receive international aid. Therefore, this week, the “Servants of the People” are to begin considering amendments to the Customs Code.

This concerns the Extended Fund Facility programme from the International Monetary Fund (IMF). The IMF Executive Board approved it in February this year. It provides for $8.1 billion in funding for Ukraine.

Under this programme, Ukraine commits to implementing structural reforms to ensure effective post-war recovery and European integration.

Prime Minister Yulia Svyrydenko said that the adoption of ‘one major bill’ (the Beautiful Tax Bill) is planned, covering digital platforms, taxation of international parcels, and the extension of the 5% military levy.

As a reminder, Ukrainian President Volodymyr Zelenskyy had previously proposed a new format for negotiations with Russia.
