The increase in public transport fares in Kyiv to 30 UAH has been postponed
This has been reported by the Department of Transport Infrastructure of the Kyiv City State Administration.
In Kyiv, discussions are continuing on new fares for municipal public transport. This includes the metro, buses, trolleybuses, trams and the funicular.
Initially, the city authorities planned for a single journey to cost 30 UAH from 15 July. However, as of now, the decision has not yet come into force.
The Kyiv City State Administration explains that setting fares involves several stages of approval. The draft of the relevant order still needs to undergo legal formalities, after which it must be signed by the city’s leadership.
When will fares in Kyiv increase?
There is no definitive date yet for the introduction of the new fares. The Kyiv City State Administration has stated that the decision will be announced separately via the city’s official portal and official information channels.
This means that an automatic switch to a 30 UAH fare from 15 July has not yet been confirmed. Until the order is officially published, the current fare will remain unchanged.
Why are they looking to increase fares?
According to the Kyiv City State Administration, the Department of Economy and Investment has calculated an economically justified fare of 30 UAH per journey.
The calculations took into account the actual costs incurred by transport companies in 2025, projected price increases, and expenditure on labour, electricity, fuel, lubricants and other components of transport costs.
The Kyiv City State Administration had previously stated officially that the proposed 30 UAH does not cover the full cost of transport operations, but represents a compromise fare between the needs of transport companies and the affordability of travel for Kyiv residents.
What is the actual cost of transport?
According to calculations by transport companies, the economically justified cost of transport in 2026 is significantly higher than the proposed 30 UAH.
The Kyiv City State Administration previously cited the following figures:
64.60 UAH — a single metro journey;
44.14 UAH — a single journey on public surface transport.
The city authorities consider such fares to be socially unacceptable. They therefore proposed setting a single fare for a single journey at 30 UAH, with the difference between the fare and the cost to be covered by the Kyiv city budget.
What discounts were planned for passengers
For passengers who use public transport regularly, Kyiv planned to retain a discount scheme via a travel card.
According to the Kyiv City State Administration’s initial proposal, the cost of a single journey was to depend on the number of journeys purchased. For 1–9 journeys, the fare would be 30 UAH; for 50 journeys, 25 UAH.
The city also proposed monthly travel passes. According to the Kyiv City State Administration, with such passes, the cost of a single journey was to be approximately 23.3–23.6 UAH, depending on the number of journeys.
Trade unions opposed the sharp price rise
At the end of June, the Kyiv City Council of Trade Unions called on the city authorities to postpone the fare increases for at least half a year.
The trade unions proposed that, during this time, mechanisms for social protection for low-income residents be developed, the economic consequences of the new fares be assessed, and a compromise price be found.
Separately, they proposed setting the fare at 20 UAH, citing the trend in the minimum wage and the purchasing power of Kyiv residents.
The increase in travel fares in Kyiv has not been cancelled, but its implementation has been postponed. The city is currently finalising the approval of the relevant documents, and the date on which the fare changes will come into effect is to be announced separately.
Until an official decision is made, passengers should continue to use the current fares and keep an eye on announcements from the Kyiv City State Administration.
