The PFU portal won’t let me upload my degree certificate after my employment record book: how to resolve the issue
Ukrainians have begun to complain en masse about restrictions on the Pension Fund’s web portal
Once you have submitted your employment record book for digitisation, the Pension Fund portal may temporarily prevent you from uploading your degree certificate. This happens if your previous application still has the status ‘In progress’.

Ukrainians are complaining about restrictions on the Pension Fund of Ukraine’s web portal.

The problem arises after submitting an employment record book for digitisation. If the previous request has not yet been processed, the system temporarily blocks the ability to submit new documents.

As a result, users cannot upload a scan of their diploma or an attachment to it separately.

Experts explain: if documents in the PFU account have the status ‘In progress’, the service does not allow new files to be uploaded until the previous request has been processed.

How to submit a diploma if the employee submitted the employment record book

If the employee submitted the employment record book to the PFU portal themselves, the diploma can be added via the employer’s account.

To do this, the employer must go to the “Communications with the PFU” menu and open the section “Information on the employee’s employment history (employment record book)”.

Next, enter the employee’s full name and their identification code, go to the section for uploading scanned copies, click “Add file” and attach the diploma.

If necessary, you can also attach an appendix to the diploma.

Once uploaded, the documents must be signed and sent to the Pension Fund.

The system supports the simultaneous upload of up to 50 files.

What to do if the employer submitted the employment record book

If your employer submitted your employment record book, you are advised to send your diploma yourself via your personal account on the PFU portal or via the mobile app.

To do this, you need to log in via your digital signature, go to the “Communications with the PFU” section and select “Employment History”.

After this, the user must confirm their consent to the processing of personal data, proceed to add documents, select the document type “Diploma” and upload the required files.

The application must be signed with an electronic signature and sent to the Pension Fund.

How long will you have to wait?

If the PFU portal still does not allow you to submit your diploma, you will have to wait until the processing of your employment record book is complete.

Once the status of your application changes and the digitisation is complete, the function to add new documents will become available again.

As reported by ThePublic, the Pension Fund explained that digitising employment records in Ukraine is not mandatory and there are no fines for not having an electronic version. At the same time, some Ukrainians are advised to submit their details in advance to avoid delays when applying for a pension.

‘Zelensky’s Thousand’ in doubt: the IMF’s condition for the Pension Fund of Ukraine

Ukraine has agreed not to impose any new unscheduled expenditure on the Pension Fund in excess of the budgetary limit without prior consultation with the International Monetary Fund. This condition may complicate the introduction of new one-off payments, but does not cancel pensions or the annual indexation.
