The Rada is discussing new restrictions for those who fail to comply with military registration requirements
One of the current measures is the temporary suspension of driving privileges for those who fail to comply with military registration requirements.
The Verkhovna Rada is discussing additional restrictions for citizens who breach military registration rules or evade their mobilisation obligations.

This has been reported by the publication “Telegraf”. Earlier, Vadym Ivchenko, a member of the Verkhovna Rada Committee on National Security, Defence and Intelligence, stated that the measures in question could involve restrictions on banking activities, notarial services, loans, administrative services and transport management.

The Verkhovna Rada is discussing new measures to deal with citizens who fail to fulfil their military registration obligations or evade mobilisation.

At present, this does not concern a law that has already been passed, but legislative proposals that are currently under discussion.

Among the possible measures are restrictions on access to certain state services. In particular, restrictions on notarial services, banking operations, loans, administrative services and the right to drive vehicles are being discussed.

What restrictions are already in place

One of the existing mechanisms is the temporary restriction of the right to drive for those who have violated military registration requirements.

However, this is not applied automatically. The Military Registration and Enlistment Offices must file a corresponding claim with the court, and the decision is made by the court.

According to Opendatabot, at least 135 court cases have been recorded in Ukraine in which the TCC attempted to restrict the right to drive a car due to violations of military registration rules. At the same time, the courts upheld the TCC’s claims in only 10 cases.

Why this mechanism is ineffective

According to Opendatabot, 92% of such proceedings do not reach a final hearing due to errors on the part of the claimant.

Typical reasons include procedural shortcomings or issues with the preparation of documents.

In other words, the tool already exists in theory, but in practice its effectiveness remains limited.

What could change

Parliament is discussing expanding the list of restrictions for those who violate military registration requirements.

This involves the possibility of introducing sanctions similar to those applied to maintenance debtors: restrictions on certain services, financial transactions or access to specific government services.

Separately, there is mention of the possibility of restricting notarial services for citizens who violate military registration requirements.

Vadym Ivchenko previously stated that MPs are working on new accountability mechanisms not only for those evading mobilisation, but also for military personnel who have left their units without permission.

What you need to know

At present, the new restrictions have not yet become law.

It is therefore important for citizens to distinguish between current rules and proposals that are merely under discussion in the Verkhovna Rada.

The mechanism currently in force allows the Traffic Police to seek a temporary restriction on the right to drive through the courts. However, restrictions on notarial services, banking transactions or loans remain under discussion for the time being.
