The SSU has uncovered a scheme in the Kyiv region to evade conscription under the guise of charitable foundations
The Security Service of Ukraine has reported the dismantling of a scheme to evade conscription in the Kyiv region. According to the investigation, the illegal activities were organised by two heads of local charitable foundations and their accomplice, who sought out clients among those liable for military service.
The investigation established that the suspects offered several options for avoiding conscription. The cost of the services was 16,000 US dollars.
One of the methods involved fictitious employment at a critical infrastructure enterprise to subsequently obtain a deferment from conscription.
The suspects also organised the illegal departure of men from Ukraine via unofficial border crossings.
To this end, they planned to recruit guides in border regions who were familiar with the mountainous terrain and routes bypassing checkpoints.
SBU officers detained three suspects after they had received part of the money from a client.
During searches of premises and vehicles, law enforcement officers seized smartphones, USB sticks, forged documents and other material evidence.
The suspects have been notified of charges under Part 3 of Article 332 of the Criminal Code of Ukraine. This relates to the illegal smuggling of persons across the state border of Ukraine, committed by an organised group.
The issue of imposing a preventive measure is currently being decided. According to the SBU, the suspects face up to nine years’ imprisonment with confiscation of property.
The Bucha District Prosecutor’s Office in Kyiv is overseeing the proceedings in the case.
