Tusk and Macron discussed nuclear exercises involving Poland
This is stated in the joint Franco-Polish declaration following the summit in Gdańsk, as well as in statements by Emmanuel Macron and Donald Tusk, as reported by the international media.
During their meeting on 20 April in Gdańsk, the French and Polish leaders discussed expanding cooperation in the field of security and defence. One of the topics was Poland’s participation in French initiatives related to nuclear deterrence. Macron stated at a press conference that the options the parties would consider would include information sharing and joint exercises.
France currently remains the only nuclear power in the European Union. Earlier, Macron announced a “new phase of French deterrence”, which envisages broader participation by European partners, notably through involvement in nuclear exercises. According to Reuters, France is considering, among others, Poland, Germany, Greece, the Netherlands, Belgium, Denmark and Sweden for such a cooperation model.
Donald Tusk confirmed that Poland has decided to join the group of states invited by France to participate in this cooperation. In his words, this concerns a group of countries that understand the need for European sovereignty, and the modern world, as he put it, requires the existence of nuclear deterrence capabilities.
At the same time, Tusk publicly noted that the appearance of French Rafale aircraft carrying nuclear weapons over Poland is not his “dream”, and expressed the hope that there are no such plans. In response, Macron said that the French side would discuss possible options for organising this cooperation with Polish partners in the coming months.
Separately, the parties confirmed their intention to strengthen bilateral defence coordination. In a joint declaration, France and Poland emphasised that they share a common responsibility for European security and wish to deepen cooperation in the defence sector. This concerns, in particular, space, military planning and long-term coordination between the defence ministries of the two countries.
France and Poland have agreed to promote a project for a military telecommunications satellite for the Polish army. Thales Alenia Space, Airbus Defence and Space, and the Polish company RADMOR are set to participate in the project. Macron’s administration has also announced the preparation of a bilateral defence cooperation plan for 2026–2028, which is intended to expand joint military activities and coordination.
During the meeting, Tusk also welcomed France’s readiness to contribute to the security of Poland’s eastern border, particularly in relation to Belarus and Russia’s Kaliningrad Oblast. Among practical issues, he mentioned France’s potential involvement in securing the Rzeszów-Jasionka airport, which serves as a key logistics hub for the supply of weapons and humanitarian aid to Ukraine.
