In Ternopil, a man was taken to hospital following an incident involving a TCC
The incident was reported by the publication “20 Minutes”, which published statements from the police and the Ternopil Regional Centre for Temporary Accommodation and Social Support.
A video showing a naked man lying on the ground covered in blood was sent to the editorial office by readers. According to them, the incident took place on 8 April at around 13:00 on Sakharov Street.
One of the witnesses told journalists that the victim had an open fracture of the leg and was bleeding heavily. According to him, the man had allegedly been beaten with a metal pipe. Eyewitnesses also claimed that people in military uniform, who identified themselves as representatives of the TCC, approached the person filming the video and demanded that he stop recording.
According to the publication’s own sources, representatives from another region had arrived in Ternopil again to carry out mobilisation measures. Furthermore, according to this information, an investigator was working at the scene.
What the police reported
Following enquiries from journalists, the police issued an official statement. The statement noted that on 8 April, the Ternopil District Police Department received information from medical staff regarding the hospitalisation of a 32-year-old resident of the regional centre with physical injuries.
The man was preliminarily diagnosed with a broken leg. According to him, he sustained the injuries on Sakharov Street.
Details of the incident have been entered into the Unified Register of Pre-trial Investigations under Article 128 of the Criminal Code of Ukraine – negligent infliction of grievous or moderate bodily harm. Law enforcement officers are establishing the circumstances of the incident.
The TCC’s Position
The Ternopil Regional Military Recruitment Centre and Joint Staff also released their version of events. They stated that on 8 April, during public awareness activities, a joint team stopped the man to check his military registration documents.
According to the TCC, during the interaction, the man began to behave aggressively, used a pepper spray canister against the servicemen and attempted to flee. The recruitment centre claims that whilst fleeing, he lost his balance and sustained an injury. They also stated that the servicemen offered him medical assistance, but he refused it.
The TCC added that it was subsequently established that this man had been conscripted into military service on 17 January 2026 to one of the military units of the Armed Forces of Ukraine and was classified as having deserted his unit.
The Recruitment Centre reported that the management had initiated an investigation into the circumstances of the incident and an internal inquiry. They also confirmed that the police had entered the details into the Unified Register of Pre-trial Investigations under Article 128 of the Criminal Code of Ukraine.
Bodycams and a request for footage
The editorial team called on the police and the TCC to release bodycam footage to clarify all the circumstances of the incident. The publication also noted that, from 1 September 2025, the Ministry of Defence had introduced the mandatory use of bodycams by TCC and SP representatives working in alert teams.
Journalists also approached the victim, his relatives and eyewitnesses with a request to provide testimony, promising anonymity and a willingness to publish the views of all parties.
As a reminder, on 2 April in Lviv, during alert drills, an unknown assailant stabbed a TCC serviceman in the neck on Paton Street. The wounded man died in hospital, and the police launched a special operation to search for the attacker.
